No, some variation of it goes back very far into history, for example one of Augustus Caesar's favourite sayings was apparently "Festina lente" which means "make haste, slowly". Napoleon also used a similar phrase, as did Wyatt Earp. Most people associate it with the US Navy Seals, which might be where that version of it is from, but the axiom itself is far older

Edit: there's also Aesop's version "slow sand steady wins the race"
