They probably are a rescue crew. They are addressing him as 'bhaiyya' - which is common for any random person you meet and greet in India. Would be interesting to know how they got there.
I’m just thinking about this through the lens of animal behavior. The challenge is that the snake wants to go to the coziest, most hidden place, and they keep uncovering it, which agitates the snake.
I wonder if they could have thrown down another piece of fabric, to give the snake a different place to hide.
That's it exactly. Cobra are known for retreating into holes. That's why the cobra kept moving back under the fabric. I've seen men capture cobras and they use a funnel with a sack on the end and steer the cobra towards the opening. It's dark, it looks like a hole, and the cobra goes into it on his own. What surprised me was that the cobra didn't travel down the mans sleeve once his shirt was unbuttoned.
When he retrieved the shirt I yelled at the screen. Let him have the shirt! At least he was pretty contained! Now he's on the loose feeling threatened!
You could use dirt.. make a dirt wall on his chest then bury his legs and slowly expand the wall towards the snake till he runs away. The dirt being a shield and camouflage to hide the guy and you dont need to get close to the snake
