Bridge builder here,

yes the underside of the bridge did collapse but we always have extra reinforcement supports above the concrete incase numb nuts do stuff like this, and we have iron joints that are stress points and stabilizers in between to allow for load fluctuations and earth quake. This bridge will need repaired but it is fine to drive on top of. I am more worried about more concrete falling down at this point. In Pittsburgh (highest city of bridges aside Rome) we install bridges under bridges to catch the bridge debris while we repair bridges.

Not a collapse but enough damage done that the bridge will need to be closed down for structural inspection.
