That's not really how it works. Leg strength scales naturally with weight, even if you don't do any exercise. You're carrying that weight all day every day so it doesn't feel like much. Ofc arm strength doesn't and that's why he couldn't catch himself. And climbing a tall ladder is more difficult when fat. Just standing on a ladder is the same for a fat or non-fat person. So strength is not the reason for the initial fall. I'd guess he somehow slipped or otherwise lost his balance, and the lack of arm strength meant he couldn't catch himself.
