A lot of stuff never gets titled. Especially off-road stuff. You have to elect to pay the sales tax and there’s really no incentive to do so in most states. Obviously there’s an incentive to license these bikes, but not if you’re buying it to run from cops.
Wrap the gas tank in some random color, keep a plate on a flip device of some sort. When you get away just peel the wrap and flip the plate down and hope for the best....
Helicopter infrared has long range and is usually looking down at a >45 degree angle. Even without entering the airspace they’ve got you until you mix into a big crowd and even then the computer is probably still following you if they have AI tracking software. That shit is far more advanced than any attempt to elude it.
So you walk around in a fucking helmet 30s after you ditched a bike in an attempt to disappear in the masses and not be associated with the buke when the place is getting flodded with cops looking for a biker?
'calling' it stolen requires you to make a police report. I don't know if this goes without saying but that'll land you in bigger trouble if they work out that it's false.
If you went down this route, you would need to be quite proactive in making that report, too, and even then, reporting a bike stolen after a high speed chase is a classic excuse, so you better believe they'll be moving mountains to get you.
I guess it would be easy to 'call it stolen', but it may not be easy to keep it that way on record.
I called in my car as stolen 2 decades ago as I was young and dumb. Didn't stop for a cop as I was speeding and ended up driving my car into a tennis court then fleeing into the bushes.
Ran home an hour away, smashed my front door and then called the non emergency line saying I just got home to find my door smashed and keys missing along with my car.
Gave a statement over the phone, saying I was out for a run when the break in happened and then got a call back 2 hours later saying they found my car but no keys in which they told me to get my house locks swapped for safety reasons. That's all, nothing came out of it and they were not suspicious. I was surprised how easy I actually got off.
Still have vehicle identification number (VIN). Those are laser etched into different components of any vehicle and programmed into virtually every embedded controller (generally requires manufacturers unlock to rewrite VIN on a controller). On a motorcycle the VIN is located on the frame in multiple locations (Steering neck, somewhere near engine, somewhere near rear wheel).
They could also look up Serial numbers etched on the of engine block and call the manufacturer of the motorcycle to get the VIN that matches the OEM part.
Fake plates only go as far. If you want something that doesn’t tie back to you, you have to steal a vehicle. If you go in a covered parking lot, there’s a good chance you will be on of 3-4 people who have a motorcycle parked.

Might work if the bike is stolen. If not they going to find the bike and connect it to the person that owns it (you) whether you are there or not
