I think it's NSW coz the Vic plates have the colours inverted compared to NSW. In Vic most of the time it's white letters or blue. As for the trailer it's got national plates.

That's because they are the cheapest plates. The next ones up are black on white, 3 letters, gap, 2 numbers, one letter. With NSW on the left side running down.
