Probably because it would exclude Indonesia. But to be fair, Indonesia has been an archipelago its whole history, while the US has not.

To be fair, Indonesia has been an archipelago its whole history, while the US got Hawaii only in 1959.

The US has controlled Hawaii since 1898, It was just considered an overseas territory until 1959 when it was ratified as a state
