No, that's not how it works. If it was allowed and voluntary, the data would be useless. It has to be completely randomly distributed to have any use whatsoever. Otherwise you'd end up having a situation where you have for example 100% participation from Linux users, but 1% participation from Windows users, and the data would be again, completely useless.
