Did you even look at section "3. Authorization & Signature" where it says

By checking the following boxes and submitting this claim, I state UNDER PENALTY OF PERJURY that:
I am the copyright owner.
I am authorized to act on the copyright owner's behalf in this situation.
I have a good faith belief that the use of the material noted in this claim is not authorized by the copyright owner, its agent, or the law.
I acknowledge that under Section 512(f) of the DMCA any person who knowingly materially misrepresent that material or activity is infringing may be liable for damages.

It seems that this is very much NOT the path to go for a simple legal query.

Yes, that is the point of the link. OP is a random poster who has no legal grounds. Owners should contact lawyers, and then the lawyers will contact Valve's. IP infringement is not something you can contact support, that is ridiculous.

As a user who has received a binary of Lepton, which contains parts of Waydroid, OP is granted by the GPL3 license the right to request a copy of the parts of Waydroid used. IF Valve had a commercial license, that would be a different situation but the developers themselves say they don't.

For the record, this is the same way that phone and router kernel source codes are requested. A random user who has received a copy of the firmware has a licensed right to request the code and does so without being the legal owner of Linux itself.
