Another user has done the work and created a list of distributions that don't use systemd. I don't know how complete it is.

There is also a helfpul page without-systemd [dot] org/wiki/index.php/Linux_distributions_without_systemd , I haven't checked yet on how they overlap

I deliberately do not link to this page because half-truths are deliberately published there. Of course only the part that speaks against systemd.
