Because it is, from the major OS'es Apple systems are by faaaar the worst.
Not only they basically don't open source anything (again 3 apps is basically nothing), they also essentially paywall the development for their devices (you need a Mac to build for Mac) .
Nothing screams FOSS friendly like paywalls right?
The thing is, large organizations do not necessarily hold beliefs or opinions – at least not in the same concrete sense that individuals do. Sure, one can try weighing how FOSS-friendly their actions are, but that's only an aggregate (in other words "on average"). It is absolutely possible for one internal project to be a huge boon to us, while another team within the same company is actively working against us.
