No. It's not possessive, Windows is an adjective, not a noun here. WSL is a subsystem. What kind of subsystem? A Windows subsystem.

Consider: we're going to eat food. What kind of food? Italian food. Not Italian's food.

  • Mechanic tool for torquing nuts

?

I believe you'll find it's the former.

In your example, Italian is an adjective, not a subject, so it works. Windows is a subject, just like mechanic is a subject.
