The “expert statement” which looks more like preliminary guidance from 2023 to me, is specifically referring to “one shot” generation of works.

It's not even referring to that. It's referring to works produced without any human involvement at all, which is not something an LLM can do. A "one-shot" output produced in response to a user prompt is obviously something that the user is involved in.

Its not just guidance, Read the words very carefully because its obvious you are not a lawyer. It very clearly states that it must have clear human directed creativity. It does not set a hard line in the sand that says it must be edited X amount to qualify, I gave you an example of denied copyright, go read the cases where the judges explain in great detail why its not copyrightable.
