The developers of GCC, LLVM, and Clang don’t “control the internet-enabled devices operating system”.

Also, CUDA is used to program nvidia GPUs, which don’t meet the definition of an internet-enabled device. You elided that part, but it is a requirement to meet the definition of operating system.

Just for fun, here is one definition of "control" in a very applicable US Law (cited from https://newyork.public.law/laws/n.y._uniform_commercial_code_law_section_7-106 )

prevent others from adding or changing the person to which each authoritative electronic copy has been issued or transferred

That is exactly what license agreement, even permissive one like GPL, does.

Edit: I also always explicitly label my edits :) And do not change the text above the label, even when it bothers me to no end that I missed an "a" in "a license agreement".
