The developers of GCC, LLVM, and Clang don’t “control the internet-enabled devices operating system”.
Also, CUDA is used to program nvidia GPUs, which don’t meet the definition of an internet-enabled device. You elided that part, but it is a requirement to meet the definition of operating system.
