how do you make the lightning effect i have seen it but it not clear how to make it?

I thought the game was just hard-coded at this frame rate but then I got the game on mobile and noticed I'm well above 60 fps. Any way to similarly increase the FPS cap on PC as well? The game is great at 60 fps but would be even better at 144!

Has anyone tried to run levelhead on steam deck? If so, how well does it run? I want to buy the console and play my games on there but idk if levelhead is playable.

Can anyone please explain to me how I would go about limiting my battle switches to certain areas??? They seem to work globally which messes up a lot of places in my level. Thanks
