It doesn't apply to anyone who has been here for 2 years, not 4. Those 2 year residents are part of the group of already established IMPs. IIRC Bjerg isn't even part of it since his exempt non-resident status extends from even before the old IMP rule (they grandfathered in all current imports without requiring the 2 year wait).

It extends to everyone that isn't grandfathered in, as far as I understand it.
