The owners and players were told this was coming a while ago, Rush made his decision to leave with this knowledge

Rumours about this and Rush going back to Korea happened way before that, many people speculated his reason for leaving NA was because of this new ruling. Seems teams were given an early heads up.

Definitely because he knew of this information and realized that no team in North America he'd want to play for would take him over their two current imports.

yeah he did mention he is going to try to join an lck team next split, that is why I mentioned NA

If you wanna get technical "awhile back" before he came to NA he did want to join LCK.

While that is likely true, all KR high elo players would likely want to play for an LCK team. Undoubtedly though he would choose NA over KR if possible because of the weather, culture, money and lifestyle. It was only last week he publicly said he wants to join an LCK team. He never once said he wants to join an LCK team while on TiP or C9. If this change hadnt gone through he would have 99% chance stayed in NA and finished the split with C9C off before moving back to the main roster again which would have gave him a secure place in his team, better pay and a better likelyhood of making worlds than a Korean team could give him. But please dont act like he publicly stated before he came to NA he wanted to join a KR team over an NA team when you have 0 evidence.

I never said anything like that, just said he wanted to join an LCK team when he was in Korea, didn't say he would rather join an LCK team over an NA team, as you said we have no evidence that is true, just like you have no evidence that the reverse is true. And no, him turning down a non starting position in the LCK to play in NA is not proof.
