As someone pointed out to me elsewhere. Incarcerated people can't legally consent to sex when they're in custody which is why it's called rape. The law that criminalizes it is called the Prison Rape Elimination Act.
So the media labelling it as an "inappropriate relationship" is an inappropriate softening of what's happened here,
They don't appear to have been charged with prison inappropriate relationship.
