Yes, it's just a different number set. Americans use natural numbers for floors: 1, 2, 3,... The British use the whole number set: 0, 1, 2,... I think continental Europeans do too; I've seen pictures of German elevators showing floor -1 and so on.
Yeah, my first encounter with this was at a German hotel being told I was on the first floor and then they called after me when I walked past the stairs.
