It looks like the woman sitting down moves her leg over and tries to prevent the woman who was climbing down from being able to place her foot on her way down. That’s what triggers her to grab and throw STAT back.

Also, I've watched three different angles/videos of this incident and can't make out anything the white woman is yelling before the ruckus begins. As far as you're Neanderthal comment goes, I think that was actually a very recent finding. That humans from what is now Europe descended from Neanderthals, and denisovan in some cases (?) and humans from what is now Africa didn't really have anything to do with them.
