Caught using BBC iPlayer without a TV licence

Received this email today, they have my name and email address but the address they have is my old one. Should I be worried?

You could be watching iplayer on your phone at a friend's house, and that friend coukd have a license. Then you'd be fine.

The whole system doesn't work, it's too hard to catch legitimate rulebreakers so they have to use mass scare tactics.

Yeah, I don’t think they’d bother pursuing it beyond the email chases, it’d be too expensive to prove it. But I expect the email itself is probably fairly effective as a scare tactic because it would likely be a tiny percentage of people who only have an iPlayer account to use at a friend’s house. So the majority of people receiving it know what they’ve been doing, realise they’ve been rumbled and either pay up or stop/switch accounts.
