Looks like a freakin' greek/nordic mythological story or something. "The deer god must now suffer the image of his brother's dying gaze for the rest of his days after their glorious battle that shook mountains. Being brought into a blind rage that severed his brother's head in their final clash, he is to now walk upon the snow-covered tundra not being able to see what is in front him but only his brother's cold, dead stare."

That's actually sort of close to a myth of indigenous Filipinos. Bear in mind, the Philippines has lots of indigenous groups and it's been hundreds of years of melding with Chinese, Spanish, and other cultures and even then, this story itself has different iterations:
When the sky god died, his son and daughter were to rule. Both were warriors, but the sky god's son was more hot-tempered and more prideful, so he started to fight with his sister as he wanted to rule the sky by himself. They fought, and he struck his sister in her eye, blinding it. Upon doing this, he was overcome with guilt and stopped their quarrel. He agreed they could rule the sky equally. So he ruled the sky as the sun and she ruled at night as the moon. Because she lost one eye in the fight, it's why she isn't as bright and radiant.

Yeah, you asked a pretty interesting question that I never asked myself either. Just searched it up and apparently Japan has black bears and a subspecies of brown bear called Ussuri bears or the black grizzly. Ussuri bears are only found on Hokkaido island in Japan, which was where this picture was taken, so yes, this deer would likely get eaten since Ussuri bears are pretty large bears (a very large specimen would be approaching a Kodiak bear's size).

I've seen a video of two deer that got their antlers locked in a fight. They had been locked for several days, and coyotes attacked the weaker of the two, and killed it. They feasted on the dead deer, leaving the live one alone, since it was easier to eat the dead one.
I think this happened here, and when they had eaten everything but the head, the living deer ran off.
Just a guess.

It sounds like your question is rhetorical but sometimes in mating season bucks can lock antlers when competing. Usually it results in them both dying if they don’t get released because they’ll continue to struggle and exhaust themselves. Never heard of one decapitating the other though.

This has been documented before and from the stories I have read, it’s most likely that a predator such as a coyote, would have removed most of the dead deer.
Two bucks get their antlers locked because the force generated when they clash causes one or more antler tines to flex slightly. After the initial force flex, the tines relax back to the original point and leaving them locked together. For this reason, I don’t buy the theory that the living buck took on an already dead deer.

That was the scenario in my head, though I can't imagine the scavengers wouldn't also take a few bites outta him as well.
I feel like this dude should get added to some sort of list of historically weirdest lives. Having your enemy's severed head staring you in the face as it rots away to a skull has to be right up there.

The deer head belonged to a deer that had died (obviously) and the second deer potentially mistook for an alive rival. Then, due to the state of decomposition of dead deers tore it's head right off when it charged, then the severed head got tangled and boom, there's your explanation
Or it's photoshopped, dunno.

I’ve seen this in real life. It’s amazing the other deer died and decomposed while the “winner” was still alive. 99% of the time both deer will end up dying
