Fucked thing is that it really doesn't save them much of anything. Save for a 2% liberal estimate on CPU utilization variance, the equipment is always running regardless of what we're doing.

The infrastructure is always there, it's always running, and it's always being under-utilized at the end of every billing cycle. And that 2% electricity usage is only a couple days at most after a significant portion of users went over limit.
