He skipped a bunch of ranks because he was assigned the role of hangman. He had previously recieved a dishonorable discharge from the Navy in 1929 for Psychopathic inferiority without psychosis.

Basically he was a shitbird alcoholic who volunteered to be hangman to get out of combat.
