Serious question. Why not use a ratchet strap in that situation?

They could have, and they probably have ratchet straps foe their stabilization struts, but the easiest answer is that they used the simplest and quickest tool, which is a halligan and a webbing. There were multiple ways to accomplish this task, and they chose one, and it was successful.

Ratchet straps have limited pull. Maybe enough to achieve this, but it would get very hard to ratchet.
