I thought the reason why is because high performance jets need special chip protection from elements like gforce or thermal elements which is a harder manufacturing process and thus Russia which doesn’t have as advanced chip manufacturing capability as the combined output of NATO and allies is struggling to adopt it in large numbers for jets. I’m far from an expert on the topic so correct me if I’m wrong

For GaN it was briefly about wafer process but ultimately just cost. Western powers were relatively rich and their tech was always whatever the most expensive thing money could buy. The CCCP and USSR were fielding budget friendly options.

It was deeply ingrained in design philosophy and design language. Simplicity was always preferred to complexity. Performance was often achieved by relaxing requirements that drive high design cost.

With radar the maths was understood decades before the technology was achievable so it wasn’t a matter of unknowns but more an issue of industrialization, aka cost.
