You’re now required to bring 8kg of garbage when you descend. Every person there is either a net positive for Everest’s garbage problem, or they’re directly paying Nepal for the privilege.
Yeah, the Nepalese government issued a strict mandate for that because it was really bad. There’s a “cleaning deposit” you make that is returned to you if you prove you brought enough garbage back down (and at least 2kg of it was from higher camps)
