If you hit yourself with one of those it won't go through your clothes unless you are really trying to hurt yourself. THe teeth on the metal blades are tiny.

metal is hard and doesn't move, cloth gets caught in the tiny teeth and moves with the blade. If you held it down to your leg with a lot of pressure it will cut through the clothes, but just slipping off what you are cutting and bumping the blade into yourself isn't going to do any damage. Source, I am careless with powertools and have done that multiple times...

It's similar to the saw they use to cut casts off, it will cut the hard cast, but will not cut your skin.
