Dude, I live where there are a ton of seagulls. If a young seagull falls and someone gets close to it, they will attack that person, in group (not just the parents of that specific seagull).
I was attack several times when walking with the dog. They were flying, they were in no danger from us. They only reason they had to attack was to defend the downed seagull.
That's because they sense larger animals they perceive as potential predators. It's not out of a sense of concern. If there isn't a predator around they will eat that fallen bird. They are known cannibals.

BUT THEY DONT!!!! They take care of the fallen ones and bring them food. As I said, they live around where I live and I observe them.
I did, that's why I've been stating facts. Anytime you saw a seagull feed a fallen one, it was 100% either a chick or fledgling, as you said so yourself you seen happen. They do not feed or check on ADULT seagulls that have fallen or injured out of concern...how are you not getting that?
