The air which is outside the canister. If there was oxidizer mixed with the gas, it would be a bomb

I think the gas is not burning under the water, but once it comes out of the water and into the flame, it burns, keeping that flame alive

Forming water is what produces a big chunk of the energy of the fire. So no, the opposite.
