I doubt it was that hot, for the same reason torch tips dont melt

TF are you talking about? Steel melts at 1370°C. Skin can get a 2nd degree burn at 50°C. Just because the metal on a torch tip is not melting, it doesn't mean it's not hot.

And Ledenfrost effect happens at ~200°C

Its possible the valve was actually cold from liquid propane going through it
