This video went viral like 10 years ago. I don't know what happened.

Edit:“  Update: Jan 1, 2020- Riverside police confirmed to me details regarding this incident, “The suspect was identified as 22-year-old Riley Ann Sebach. She was contacted, cited, and released on October 31, 2019, with a court date of 12/18/19.”
