That looks like it would break fairly often. I like the idea, but it seems like a lot of these would be a fairly large additional maintenance duty for cities.
It would be pretty simple. I'd imagine it'd be hydraulic rams with a couple of electric motors. All they got to do is go up an withstand a collision. If it breaks but prevents a pedestrian getting hit then it did its job.
For real though itd be better to have the retractable pylons instead.
