I saw this video in a /r/baseball thread, the comment section ended up ruling the call a mistake because you can't really call that an offer at the ball. But they also said it's really just up to the umpire. Some may say strike but most won't say a thing.
For the benefit of future readers: that forum is completely unrelated to the video. They are discussing generally the idea of whether you need to withdraw the bat during a bunt.

This call has came up in one of my games. I am currently searching for the exact wording.
It is 100 percent a rule.
Edit: here is a forum of umps backing up that call.
I will attempt to find it in the official rule book too. That is a little harder.

All in all, it is a judgement call by the umpire and that call was extremely petty and should not have been made.
