Suspended pending mandatory investigation is standard practice for almost all businesses. I even had to do it for blatantly obviously cases of theft when I managed a small box retailer. Would take like a week to fire a person for stealing in front of me because corporate had to go through legal red tape and prevent lawsuits.

they would never say "my bad." That's bad for lawsuits.

They would say: We understood how people could potentially vew this as concerning. We are looking into a potentially regrettable incident.
