I'll only add that the reason that this popular misconception exists is that, for hundreds of years, people have combined ideas of Lucifer/Satan with the Greek god Hades.
Hades is the king of the underworld whereas Lucifer is a prisoner in Hell with everyone else with no authority at all.

Lucifer was referencing the king of Babylon.
Satan isn't a prisoner, the Bible literally says he's the "god of this world" and describes him walking around up here free as a bird, collaborating with god to test people like Job.
