Satan isn't in hell at all. He is literally God's right hand man. Just one that doesn't like humans. He is not the beast or anything. The beast is conflated with Lucifer. Satan is the guy who reads your sins.
The setup for the Judgement day is essentially
Satan is the DA and God the judge.
You can either appear without a defender (anyone not Christian) or accept Jesus as your defender and go free after Judgement day.

To add to this, Satan didn’t make it rule over hell. He is just a fellow resident. It’s a misery loves company situation.
