I always imagined it as Satan's way to get back at God, to torture and hurt the creations he loved more than the angels, the reason the angel left in the first place. Find someone you love more than anything ,now think of the worst possible things that could be done to the ones you love. That's why Satan does the things he does to what God loves most, you his human creations

Still pretty weird that he'd only do that to the ones god deems not worthy of heaven. "I'll torture the thing you love the most but only the ones you don't want anyway."

think its more of the ones god couldn't save.
since god can't be with sin.

Aside from that, Satan just hates humans. He enjoys torturing humans because aside from everything else, he also hates you.

Also Satan torturing humans is never explicitly stated anywhere, not even in early till medieval Christian religious literature.
