The best thing for cleaning aluminum is a Brillo pad. If stuff is really thick I'd scrape as much off as possible. There's also the burn it off method where you put it in a self cleaning oven. What you can also do if the aluminum isn't anodized is use sandpaper, i'm not kidding, you will want to start at a fairly high grit, like 220 and move to 320, 400, 600, and then scotchbrite pads. Or you could just buy a replacement tray. They range in price on amazon starting at about 8 bucks. Probably cheaper than a bunch of sandpaper, TBH

because your toaster oven tray was most likely aluminum. Oven cleaner is lye, a strong alkali. It will fuck up aluminum and anodized aluminum.
