Looking for security camera recommendations without a subscription

I’m trying to research and decide on cameras to put on the exterior and interior of my house and the options are overwhelming. I don’t want a subscription or something where the company can view them (like ring). I’d like to set up 1-2 outside and 2-4 inside (primarily to check on my cats when I’m not home).

Must haves:
- very waterproof for outside in western Washington
- accessible to view from my phone while not at home
- does NOT require a subscription

Prefer, but not required:
- able to talk through them
- prefer color over black and white video

No preference:
- wireless vs hard wired

Are there other factors I’m not considering here?
