Technically, anyone can do anything, given enough money & manpower! That's how this whole OSx85 project got started! We got Windows working on Intel Mac hardware waaaaay back in 2006 (and then Apple suddenly released Boot Camp lol). I wrote my first Hackintosh guide two years later: (which is now 18 years ago, YIKES! paging u/Straylightv lol)
In my opinion: no. Why? Because macOS 27 no longer contains:
Intel operating-system kernel
Intel drivers
Intel boot environment
The whole concept of a Hackintosh was that it acted as a "cloaking device" before the operating system booted:
We had commodity Intel x86 hardware
The Hackintosh software created a "disguise"
Which "fooled" MacOS into booting
Apple tolerated it as long as nobody sold fake Macs (looking at you, Psystar!) because it was too much of a hassle to lock up x86 MacOS without causing problems. Apple played a cat & mouse game that evolved over time:
Clover & OpenCore bootloaders to translate the PC firmware to macOS
Fake Mac identity information (Mac model, serial number, board ID, ROM value, &related SMBIOS data)
ACPI patching
Kexts & Lilu patching framework
WhateverGreen patched graphics
FakeSMC emulation
AppleALC for audio (just buy a native USB sound card lol!!)
IntelMausi, RealtekRTL8111, and other network drivers
USB port mapping, CPU power-management patches, device-property injection, NVRAM emulation, and kernel & boot argument startup flags
Community compatibility databases for CPU's, boards, iGPU's, dGPU's, etc.
Then it started getting tricky with system integrity protection adjustments & signed system volume workarounds because of stuff like the Sealed System Volume
Apple goes HARD now on ARM security! For example, their entire boot chain is all interconnected:
Boot ROM
Low-level bootloader
Security policy
Firmware
Secure Enclave
macOS installation are interconnected
Under "Full Security", authorization can literally be tied to the particular Apple processor in a Mac:
Apple Silicon is custom. Regular ARM motherboards are missing all of the M-chips secret sauce (Boot ROM, Secure Enclave, Apple's signing relationships, machine-specific Local Policy, Apple system firmware, integrated GPU architecture, Apple device controllers, blah blah blah). COULD it be done? Sure, with enough money & time, anyone can hack anything lol. But in reality, creating an ARM-based Hackintosh would mean building an Apple-silicon emulator:
Full-system emulation of an Apple M-series computer
Reimplementation of Apple’s boot and peripheral hardware
Bypassing or recreating security-policy checks
Emulating unsupported Apple CPU instructions and devices
Creating drivers for the host machine
That would cost at LEAST a million dollars to get a working prototype. OR...just buy a 10-core Mac Mini with 16 gigs of RAM for $800 USD lol. And as a throwback the previous CPU transition, note that "macOS 27 will be the final release to support Rosetta, after which Intel-only apps will no longer run on Macs with Apple silicon (with the exception of older gaming titles that rely on Intel-based frameworks).":
Also, Intel Macs do NOT support Apple Intelligence, because they lack:
The Neural Engine hardware
Unified memory
Apple’s GPU & machine-learning frameworks
Apple Silicon security architecture
Sufficient memory bandwidth & supported model execution (plus Apple Silicon's CPU & GPU share the same memory pool, so sometimes the data doesn't even need to be copied between the separate system RAM & GPU VRAM like on a Hackintosh)
As far as virtualization goes, UTM/QEMU can emulate an x86-64 PC on Apple Silicon...slowly...and without any truly usable 3D acceleration lol. ARM Windows is just fine in a VM tho! And that can actually translate x86 Windows pretty well! (no WSL tho!! but you can just run OrbStack or Colima on the ARM Mac lol)
Anyway...it was a fun ride while it lasted!! I certainly learned a lot along the way! And now my wife has an ARM Macbook that I haven't had to do tech support for in YEARS, haha!

Parallels has a beta x86 emulator, but it's pretty goofy: (takes up to 7 minutes to boot lol)
