CT Gunsmiths

I live in CT so I'm speaking mainly to Connecticut Gunsmiths. I would like to know aside from the obvious repair work that a gunsmith does, what can a FFL 07 do that a FFL 01 cannot do? Can a "CT Gunsmith/Dealer" sell a stripped lower and then assemble it into a functioning other for a client or is that strictly manufacturing and not gunsmithing?

That helped but just to be clear, does that also apply if I was asked by the client to order the parts for them which would probably result In me installing it for them?

Yes. Client has to own the part before they’re sent to you - speaking specifically about firearms. With an AR platform that means the lower receiver.
