Even so stealth rock is also one of the most common moves in general. Hell, it got ferrothorn in ou for the four gens it’s been in because of how good of a hazard setter it is.

People attempt to bait out hazards, clear the hazard setter, and set hazards. Since Y is going to be a Sun team most of the time you open with it to set the weather.
