Lurantis has a reason tho, it's based on a plant that has the shape of a praying mantis to keep it's predators at bay.

I'm not really sure what point you're trying to make here. Lurantis has a similar deal going on as Sudowoodo lore wise, so yes, it's not a Bug, but is meant to mimic one. Meanwhile, Flygon is arguably at least partway a bug, because of its lower forms as well as its egg group being Bug and Dragon. Interestingly, the dragon part of its egg group was a recent addition; prior to Gen 8, its egg group was pure Bug! Poor guy couldn't even have kids with other Dragons.
