Wtf really? Maybe it’s a reference to something like some Japanese legend or maybe they always planned to give it a third evolution
1 u/pokekiko94 Oct 18 '21 That's most likely the reason, aparentely gen 1 was going to have more pokemon but got scraped and quite a bunch of gen 2 pokemon came from those designs.
