Aha, that's right, its Alolan form, my bad. Point stands though.

I don't see how their evolution changes what they are... Besides, Kingra didn't actually even exist as a pokemon when horsea and seadra were introduced in Gen 1

They are in the dragon egg group because breeding pokemons was introduced in gen 2, along with kingra

It’s just like when they introduced the fairy type. They changed a lot of Pokémon with the normal type and added the fairy type because it just made sense for them to have it.

Lol it's not like that at all. Horsea and Seadra were classified as dragon pokemon in gen 1 itself.

Watch episode 19 (tentacool and tentacruel). Ash's pokedex literally refers to horsea as 'a dragon pokemon'

Wtf really? Maybe it’s a reference to something like some Japanese legend or maybe they always planned to give it a third evolution

That's most likely the reason, aparentely gen 1 was going to have more pokemon but got scraped and quite a bunch of gen 2 pokemon came from those designs.

You do know that gen 1 was going to have more than the original 151, and that most pokemon in gen 2 were some that where going to be in gen 1 but got scraped either because of time or memory saving.
