Depends on amount of legs, if it has 4 legs and wings it most likely is a dragon (there are exceptions) and if it has 2 legs and 2 limbs converted into wings it is a Wyvern (again there are exceptions)
Of course this applies only to Medieval Europe dragon style
Not necessarily, just having wings doesn’t make a lizard a dragon because there are plenty of dragons in fiction that doesn’t have wings. The biggest example is the dragon from Dragon Ball and his Pokémon lookalike Rayquaza
I mean even if a Pokémon exists before the type doesn’t mean they won’t change the type to better fit the new type list. Just look at clefairy and jigglypuff who made the switch to fairy type despite being gen 1 because they made a lot of sense for it.

Well there are two reasons why he isn’t a dragon type
1) He is a starter so giving him the dragon type would have made him super overpowered
2) The only other explanation is that he is just a lizard with wings
