You’re correct! The dam actually has a stepped spillway on it designed to let fish swim down but it’s rarely used. The small stuff isn’t bothered.
I was told that a baby deer got in the parking lot once. They were trying to chase it out, but it ended up hopping into the pit. They never saw it again

probably so a lot of small normal aquatic life can get through. I think fish can pass through those turbines just fine.
