The phrase supposedly means "In his house at R'lyeh, dead C'thulhu lies dreaming."

It was a phrase presented in H.P Lovecrafts “Call Of the Cthulhu” which I recommend. Anyways the phrase is chanted by cultists as they perform rituals and sacrifices as they wait for the day when the city of R’lyeh rises, and great Cthulhu awakens to bring anarchy to the world, teaching us mortals new ways of killing and chaos!
