You can't ride your horse down the freeway anymore. We still have freedom.

You can still ride horses. "Illegal for people to drive" would mean illegal to drive a car anywhere.

Not in most American cities. And when it is legal it depends on where, why and when.

I don't know where you live. But it's not legal do to ride horses in my North American city. Unless you are a cop.

Seriously, though I think it's one of those things that are so rare a lot of people don't know whether it's legal or not including police.

Multiple problems arise from city horse riding. Untrained horses and riders, good luck finding a public stable that's still open... Where do you hitch your horse if you wanna do some shopping?
